Lagos state launches sexual assault standing order, rape kits

In line with the mandate of Governor Akinwunmi Ambode, the Lagos State Domestic and Sexual Violence Response Team (DSVRT) in partnership with the Ministry of Health and the Primary Health Care Board at the weekend launched the Sexual Assault Standing Order and Sexual Assault Evidence Examination Kit, also referred to as rape kits.
Coordinator of the DSVRT, Mrs. Titilola Vivour-Adeniyi said the launch was done at a training session for Health workers of Primary Health Care Centres.

She listed the five pilot centres to include Ogudu, Ita-elewa in Ikorodu, Ajilete in Ifako-Ijaiye, Palm Avenue in Mushin and Oshodi in Oshodi-Isolo.

She said the selection of the pilot PHC’s was methodically done as statistic reveals that sexual and gender based assault related crimes are most prevalent in these areas. These centres render 24 hours service, laboratory, HIV Counselling and Testing, and Maternal and Child Health Services.

According to her: “the Rape Kits contain the necessary instruments used for evidence gathering and examination some of which include microscope slides, saline water, swabs for collecting fluids from delicate body parts like the lips, cheeks, thighs, private parts.

“The Kit also includes materials for blood samples, comb, paper sheets for evidence collection such as clothing fibres and hairs, nail pick for scraping debris from beneath the nails, gloves. The documentation forms which include the consent form and Patient History/ Sexual Assault History are also in the rape kit.

Mrs. Vivour-Adeniyi said the Lagos State Sexual Assault Standing Order, the first of its kind in Nigeria, was produced to guide the provision of health care services as well as set the minimum acceptable standards for the provision of quality health care to the survivors of sexual assault.

She expressed optimism that The Standing Order will equip healthcare providers with tools to facilitate examination, treatment and management of sexual assault patients.

“The output of this training in terms of knowledge shared with the workers will ultimately facilitate examination and management of patients after sexual assault, and also improve the quality and documentation of evidence collection.

 
“The protocol response to be adopted is now clearly enumerated, some of which include taking the survivor/patient to a designated area, getting the informed consent of the survivor to have the examination, obtaining the medical history, and then proceeding to collect the different samples necessary for forensic examination and testing.

The Training was organised by the Lagos DSVRT with technical support from United Nations Programme on HIV and AIDS (UNAIDS), United Nations Population Fund (UNFPA) and FHI 360.

The Jigawa State Governor, Sule Lamido, on Tuesday admitted that he betrayed his fellow Peoples Democratic Party, PDP, governors who later decamped to the All Progressives Congress in November 2013.
Mr. Lamido said this after holding a closed-door meeting with the PDP National Chairman, Adamu Muazu, at the party’s secretariat, Abuja‎.
The five governors, called G-5, who decamped consist of Rivers State Governor, Roti‎mi Ameachi; Kwara State Governor, Abdulfatah Ahmed; Sokoto State Governor, Aliyu Wammako; Kano State Governor, Rabiu Kwankwanso; and the impeached Governor of Adamawa State, Murtala Nyako.
Originally G-7, consisting of the aforementioned and then ‎Mr. Lamido and Niger State Governor, Aliyu Babangida, the governors staged a walk-out from an August 2013 Special National Convention of PDP, alongside other party stalwarts, including former Vice President Atiku Abubakar, former party Secretary, Sam Jaja and former Kwara Governor, Bukola Saraki.
The group formed the “new PDP” immediately. But the five Governors, Messrs Ameachi, Wammako, Ahmed, Nyako and Kwankwanso defected to opposition APC while Messrs Lamido and Babangida, surprisingly, chose to remain in the PDP.
This caused bad blood leading the Kano State Governor, Mr. Kwankwanso, to accuse Messrs Lamido and Babangida of betraying the other five governors.
He said all seven governors had an agreement to leave PDP, following a disagreement they had with the party hierarchy.
“Everyone knows ‎Governor Lamido was part of us, he was the leader of the group. He took us to a certain height before choosing otherwise and we were all surprised by his final decision.
Mr. Lamido corroborated Mr. Kwakwanso’s submission saying, “Yes, I betrayed them. I am a betrayer. Confirmed.”]
When asked why he betrayed the group, he simply responded, “I align myself with what he (Kwankwanso) said.”
‎The Jigawa State governor said his recent meeting with Mr. Amaechi had nothing to do with party politics. He said the Rivers Governor remains his friend and colleague and above all fellow compatriot with whom he meets occasionally to review issues.
Mr. Lamido said he would not join the APC.
“How would I join APC? If wishes were horses, there won’t be APC,” he said.

He said it was wise to use a collation of the funds to put up infrastructures and empower them through agriculture for than to give out monies.


He said: “This largesse N5,000 for the unemployed, I have got a slightly different priority. I would rather do the infrastructure, the school and correct them and empower agriculture, mining so that every able bodied person can go and get work instead of giving 5,000, N5,000 to those who don’t work.”

Ekiti State Governor, Ayodele Fayose Governor Nyesom on Saturday accused President Muhammadu Buhari of mapping ways towards making Nigeria an Islamic nation.
Fayose made the allegations while delivering a speech at the inter–denominational thanksgiving held in Port-Harcourt to celebrate the victory of the Rivers State Governor, Nyesom Wike after the supreme court ruling.
Governor Fayose, who referred to himself as Peter, the rock who cannot be harmed by anyone, announced to the crowd that he had a secret to reveal.
He asked those present if he should reveal the big secret about the Buhari led, APC government.
After the crowd yelled that he should reveal it, Fayose said: “They have started subtle moves to make Nigeria an Islamic nation, but God will stop them. This was done in 1984, it failed, it would fail again.”
To underline an earlier boast that he could not be intimidated by the ruling party, Fayose further stated: “I am not far away, I am in Ekiti. I am Ayo Fayose, Peter the rock, if you hit me you will be in trouble. If I hit you, you will be in trouble.”
To substantiate his claim about the President’s plan to make Nigeria an Islamic nation, Fayose said: “Why did five of them go to Saudi Arabia to wait for our man there (referring to President Buhari and state governors), if they don’t have agenda.
“The agenda is coming small small, but we will resist it. Nigeria is a free nation where we proclaim the name of Jesus Christ freely, and we believe in Allah for those who are muslims. This nation will not be taken for an Islamic nation,” Fayose said.

Army arrests suspected killer gang in Rivers

The Two Brigade Army Command Bori Camp in Port Harcourt says it has arrested 7 persons suspected to be responsible for the killing of over 20 young men 2 weeks ago in Ogba/Egbema/Ndoni Local Government Area of Rivers State.
Brigadier General Steven Olabanjo disclosed this while parading the suspects including 19 other suspected cultist arrested in Ogoni axis on Monday.
The army commander condemned statements that the command’s ongoing operation against suspected cultists and criminals in some parts of the State is influenced by external factors and political reasons.
He denied reports that 12 persons were killed during the raid on the home of an ex-militant leader Solomon Ndigbara wanted for gun running  in Yeghe community,  Gokana Local Government Area of Rivers state.
Brigadier General Olabanjo also displayed to journalists several arms and ammunitions including a military camouflage recovered from the arrested cultists.

PDP Dep. National Chairman arrested by EFCC

The Deputy National Chairman of the Peoples Democratic Party, Uche Secondus, has been arrested by the Economic and Financial Crimes Commission over allegations of graft.
Mr. Secondus, who until recently was the Acting National Chairman of the party was picked up by operatives in Abuja on Wednesday morning. 
He is still being interrogated at the anti-graft agency’s headquarters in Abuja

ex-Pres. Jonathan's ADC sues EFCC

Hearing in a suit filed the aide de camp to former President Goodluck Jonathan against the EFCC will begin on Friday, February 26.
Colonel Ojogbane Adegbe is claiming N100 million damages for his detention by the anti graft agency, which he said is a violation of his fundamental rights.
Col. Adegbe's counsel, Ogwu Onoja, a Senior Advocate of Nigeria, in the suit urged the court to declare that his client’s arrest and continued detention by EFCC since February 11 was unconstitutional and violated his right to personal liberty guaranteed by the 1999 Constitution. 
He urged the court to make an order directing the EFCC to immediately release the applicant from unlawful detention. 
He argued that the arrest and detention of Adegbe by the EFCC violated his right to personal liberty and freedom of movement guaranteed by section 35 and 41 of the 1999 constitution and Articles 5, 6, and 12 of the African Charter on Human and People's Right.

Former Minister for Petroleum resources, Diezani Alison Madueke has denied an allegation by former group managing director of the Nigerian National Petroleum Corporation (NNPC), Austen Oniwon, that she awarded $24 billion oil swap deals without a contract during her tenure as Petroleum Minister. Oniwon made the allegation when he appeared before the House of Representatives ad hoc committee on Petroleum resources.

In a statement released by her spokesperson, Clem Aguiyi today February 24th, Diezani denied the allegation and said she will speak in due time                             “Following the recommendation of the then GMD of NNPC, the minister approved OPAs for a new term of 2 years commencing from 1st January 2015. The entities recommended by NNPC were Sahara Energy Resources Ltd, Aiteo Energy and Duke Oil. NNPC strongly recommended and outlined the benefits of the OPA over the SWAPs and put forward the case for migration from the OPA and crude exchange (SWAP) Contracts to OPAs fully. NNPC posited that the ‘experienced benefits of the OPA to the Federation’, would be much greater. There would have been little need to respond to this particular issue at this time considering that the former minister is still indisposed and would have wished to be left alone to recuperate. She will speak for herself in due time. It is nevertheless imperative that records are set straight so that Nigerians and posterity will know the truth. Mr. Oniwon was right when he stated that the 445000 barrels of crude oil were the property of NNPC, bought from the federal government of Nigeria at the prevailing rate and therefore as GMD, he did not need the Federal Executive Councillor Presidential Approval to enter into SWAP arrangements that will enable NNPC fulfill its statutory obligations. It was also correct that contrary to the picture being painted in the media, not more than 210,000 bpd out of the 445000 bpd lifted by NNPC to ensure adequate supply and distribution of petroleum products were traded under the SWAP arrangement. What the GMD required to execute the above was statutory approval from the minister for the companies! Refineries chosen by NNPC to participate in the SWAP arrangement as outlined in section 4 of the Petroleum Act and section 20 of the NNPC Act. It is however incorrect to say that the former minister gave ‘approval for extension’ unless ‘extension’ can legally be substituted for “renewal” because what the Minister gave (and the records are there) was approval for ‘renewal of contract’. And these approvals were given based on letters of request received from the GMD of NNPC.”the statement read
